FuYing , Vice Minister of Foreign Affairs of the People's Republic of China , former Ambassador Extraordinary and Plenipotentiary of China to the Republic of the Philippines, Australia, and the United Kingdom of Great Britain and Northern Ireland. Born in the Inner Mongolia Autonomous Region of China, she graduated from Beijing Foreign Languages Institute (now Beijing Foreign Studies University, BFSU) in 1977 and completed advanced studies at the University of Kent in 1986.
